Article 63 allows micro-enterprises to comply with certain elements of the QMS (Art. 17) in a simplified manner, provided they do not have partner enterprises or linked enterprises that fall outside the micro-enterprise definition. The Commission is to develop guidelines specifying the simplified elements. Substantive obligations under Arts. 9–15 are NOT waived — the simplification is procedural.
